NOTICE OF COMPLETE RE-EVALUATION/ASSESSMENT
The Town of Hay River Board has hired the Assessor to perform a re-evaluation of our property assessment for 2009. Please review the attached letter from the Assessor found on the back of this page.
Property Tax Statements & Solid Waste/Dog License Post Cards
The property tax statements have been mailed. The solid waste & dog license post cards were also sent. If you did not receive post card, please contact the Treasurer. If you were expecting a tax statement and did not receive one you should also contact the Treasurer.
Solid Waste Annual Household Fee
The annual fee per household for solid waste/recycling will remain at $45.00 for 2009. You will get a postcard with your real estate or personal property tax bills in December. This postcard addresses the solid waste/recycling fee and the dog licenses. Please watch for it! Every household in the Town is charged this fee even if a dumpster service is used. Having specialized garbage pickup is a choice and does not replace this fee.
Dog Licenses
Dog licenses are required for any dog over the age of 5 months. This is State law. The fee is $5.00 for each dog that is spayed or neutered. The fee is $10.00 for each dog that is not spayed or neutered. The kennel license fee is $35.00 and covers up to 12 dogs. Proof of vaccination must be provided for each dog licensed, including those covered by a kennel license. All dogs in the Town have been listed and those that are not licensed have been turned over to the district attorney for prosecution if licenses are not obtained. Failure to vaccinate and license dogs will result in potential legal action.
Tax Collection Dates
Treasurer Susan Hitz will be collecting property taxes at the Town Hall on two Saturday mornings in January. You can pay your taxes in person at the Town Hall on January 24th or January 31st. She will be there from 8:00 a.m. – 11:00 a.m. on both dates.
Caucus to Nominate All Elected Town Positions
The bi-annual caucus will be held on January 24, 2009 at 11:30 a.m. The caucus is the system used to nominate people for all elected Town positions including Chairman, Supervisors 1 and 2, Clerk and Treasurer. All elected positions in the Town are held for 2 years and are paid positions. The nominations are made by secret ballot at the caucus meeting. The two individuals with the most nomination votes will appear on the ballot. There is no process for nominating by absentee ballot. Only residents that are eligible voters are allowed to participate but others are welcome to observe. Those individuals that are nominated and wish to have their name on the ballot for the April 2009 election must complete paperwork accepting their nomination at the caucus meeting or within 5 days.
Town Web Site
A Town web site has been created by resident Bill Drew. The site has minutes, agendas, some ordinances, election information, meeting dates and other information. Check it out at www.hayrivertownship.org
Permits Required
Please remember that permits are required for the following:
Building projects/remodeling – Please contact the Clerk if you plan any building or remodeling. Building Inspections are also required for some projects to comply with the Uniform Dwelling Code. Please DO NOT start any projects without obtaining the necessary permits. An owner having a project that does not meet building code will not be issued a final occupancy permit. Checking with the inspector first can save you time and money. NEW DEVELOPMENT OF LAND OR NEW HOME PERMITS ARE NOW ISSUED BY THE PLAN COMMISSION. The Clerk will continue to issue all other permits. New driveways also require permits. Manufactured homes must have a foundation or cement slab.
Burning – Permits can be obtained from the Clerk or the Chairman. A permit is not required when there is adequate snow cover. Under dry conditions, the Town does issue a burning ban. Property owners are responsible for the cost of fire calls. A minimum fire run is $500.00 even if the fire department doesn’t actually have to put out any fire! When contacting the Town for a permit, you will be instructed how to contact the authorities to avoid a fire department response if someone else calls in a controlled burn on your property. Please keep in mind that it is illegal to burn your garbage and you should not be using a burning barrel.
Plan Commission
The Plan Commission meets most every month and handles all newly developed sites for housing, businesses and certified survey map (CSM) requests.
Meeting Dates
Regular Monthly Board meetings are held the 2nd Monday of each month (except Jan.). All meetings are posted in three places at least 24 hours prior to the meeting. Advertised meeting notices are published in the Glenwood Tribune and include the Annual Meeting (April), Budget Meetings (November), Board of Review (May or later), etc.

Solid Waste/Recycling Site
Please RECYCLE. The site, located at the Town Hall, is open every Saturday from 8-4. An attendant is on duty to assist you. Please remember this site is only for TOWN RESIDENT garbage and recyclables. Please do not bring waste from your non-resident friends, family, renters…
DO NOT bring in carpet, appliances, demolition materials, tires, electronics, construction materials, shingles, furniture, paint, hazardous materials or chemicals. These items can be taken to the Dunn County sites for a nominal fee. Watch for Dunn County special item collections throughout the year.
The following items are banned from landfilling and can not be placed in our garbage:
Items/products containing free flowing liquids.
Aerosols or containers containing contents under pressure - unless empty.
Lead acid batteries.
Toner cartridges. (Collection sites or can usually be sent back to the manufacturer)
Major appliances (furnaces, air conditioners, water heaters, dishwashers, dehumidifiers, freezers, stoves, refrigerators, microwave ovens)
Waste oil
Aluminum containers, Corrugated cardboard & Glass Containers
Magazines, Newspaper & Office Paper
Steel and bi-metal containers
Plastic containers (#1 PETE)(#2 PETE)
Waste tires (Salvage yards take these for a fee also)
Computer monitors (Items in working condition could be donated)
These items cannot be placed in your garbage. They must be recycled or properly disposed of. The items in bold are accepted at the Town site. Many of the other items can be taken to the Dunn County site. For those items not accepted at either place, please contact Dunn County solid waste to locate a disposal option.
Please sort your items as follows:

If you fail to recycle, your garbage may be returned to you! Warning letters will be issued and penalties imposed.
****Burn barrels are illegal and you can be ticketed for using one****

2009 Revaluation Information Letter
December 2008
Dear Town of
Hay River Property Owner:
In an effort to achieve equitable assessments between and amongst all real and personal property in the Town of Hay River, one of the laws passed by the State Legislature mandates that all communities in the State be valued at 100% of market value, and that assessments be kept within 10 % of that value.
The assessments of property in the Town of Hay River are below the required standards. It is therefore time to update the values of all taxable property. Todd R. Anderson of Up North Assessments LLC will assign new Assessments to all properties in the Town of Hay River for the 2009 Assessment year. These Assessments should more accurately reflect today’s market prices.
This letter should also serve as an explanation of the process, and as a notice that the Assessor performing the revaluation will be in the Town performing various assessment-related tasks at various times over the next several months. Please be prepared to cooperate with any assessment-related requests made by the Assessor.
The new Assessments will be effective as of January 1, 2009, and will affect your tax bill received in December 2009. These new values will not affect the 2008 Assessment or tax bill.
When all Assessments have been completed, a “Notice of Assessment” will be sent to all property owners informing of the new Assessments. An “Open Book” conference will be held over a long enough period of time following notice in order to give all property owners a chance to compare their information with neighboring assessments, or to iron out any inconsistencies that may exist.
